The editorial explained

The National Medical Commission (NMC) has quietly withdrawn its 2023 rule book called MSMER, which stood for Maintenance of Standards of Medical Education Regulations. This regulation had allowed the authorities to fine faculty members and college administrators up to ₹5 lakh if they submitted false information about their institutions. By scrapping this rule, the NMC has reduced the range of punishments it can use against dishonest medical colleges, even though such colleges are not rare in India.

हिंदी अर्थराष्ट्रीय चिकित्सा आयोग (NMC) ने चुपचाप अपना 2023 का नियम वापस ले लिया है जिसे MSMER यानी Maintenance of Standards of Medical Education Regulations

MSMER (Maintenance of Standards of Medical Education Regulations)

There is some comfort left, though. A separate body called the Medical Assessment and Rating Board (MARB) still has the power to fine an entire institution up to ₹1 crore under another 2023 regulation. MSMER had earned praise because it targeted individual wrongdoers directly, especially in cases of so called ghost faculty and ghost patients, where colleges fake the presence of teachers or patients to pass inspections. The NMC says MSMER overlapped with MARB's duties, since it let other medical boards also colleges, but this explanation does not fully justify ending the entire regulation.

One detail makes the withdrawal look less tidy. The 2023 Postgraduate Medical Education Regulations are still active, and they continue to allow fines on individual faculty members at postgraduate colleges. This shows that the idea of punishing a person, not just an institution, was not entirely removed from the system, only weakened in one specific regulation while surviving elsewhere.

The larger worry is about . When only institutions can be , and not the individuals who actually lie or cheat, authorities may feel tempted to protect a college quietly instead of punishing it openly, since a heavy fine could affect many students and staff at once. This arrangement can end up softening the fear that once kept administrators , because personal responsibility becomes harder to pin down.

Timelines for add another layer of confusion. MSMER had given a clear schedule for colleges to challenge any penalty imposed on them. Although the MARB rules still allow appeals, they set a 15 day deadline, while the main NMC Act allows 60 days for similar appeals. This mismatch could legal and delay action against institutions that deserve punishment.

A revealing incident adds weight to these concerns. Responding to a Right to Information query, the NMC first told the Central Information Commission in 2024 that MARB had never formally rated any medical college and that its assessment forms need not be shared publicly. Later, in October 2025, it revised its , saying the concerned officer simply had no records of such reports.

This contradicts the MARB regulations themselves, which require the Board to publish its latest assessment results every year for public access. If institutions are truly being as promised, there should be clear and records proving it, rather than shifting depending on who is asked and when.

Given all this, the central question remains unanswered: if the NMC withdrew MSMER only because its powers already existed elsewhere, where is the proof that those powers are actually being used, and used transparently? Until the NMC can show real inspection and public , this withdrawal will look less like simplification of rules and more like a retreat from strict .

Questions about this topic

Why did the NMC withdraw the MSMER regulation?

The NMC said MSMER overlapped with MARB's role by allowing other medical boards to also evaluate colleges, though critics feel this explanation is incomplete.

Can medical colleges still be fined after MSMER's withdrawal?

Yes, MARB can still fine institutions up to ₹1 crore, and postgraduate regulations still allow fines on individual faculty members.

What is the main concern raised about this withdrawal?

The concern is reduced transparency and accountability, since punishing only institutions, mismatched appeal deadlines, and unclear RTI answers weaken oversight of medical education.

पूरा हिंदी अनुवाद – Dubious Retreat: NMC Rolls Back Its Anti-Corruption Rule

राष्ट्रीय चिकित्सा आयोग (NMC) ने चुपचाप अपना 2023 का नियम वापस ले लिया है जिसे MSMER यानी Maintenance of Standards of Medical Education Regulations

🎧 Teacher explainer – line by line

Paragraph 1

The National Medical Commission (NMC) has quietly withdrawn its 2023 rule book called MSMER, which stood for Maintenance of Standards of Medical Education Regulations.

This regulation had allowed the authorities to fine faculty members and college administrators up to ₹5 lakh if they submitted false information about their institutions.

By scrapping this rule, the NMC has reduced the range of punishments it can use against dishonest medical colleges, even though such colleges are not rare in India.

Paragraph 2

There is some comfort left, though.

A separate body called the Medical Assessment and Rating Board (MARB) still has the power to fine an entire erring institution up to ₹1 crore under another 2023 regulation.

MSMER had earned praise because it targeted individual wrongdoers directly, especially in cases of so called ghost faculty and ghost patients, where colleges fake the presence of teachers or patients to pass inspections.

The NMC says MSMER overlapped with MARB's duties, since it let other medical boards also evaluate colleges, but this explanation does not fully justify ending the entire regulation.

Paragraph 3

One detail makes the withdrawal look less tidy.

यह एक संक्षिप्त line है जो बताती है कि एक और बात इस नियम को वापस लेने के फैसले को कम स्पष्ट या उलझा हुआ दिखाती है। withdrawal – वापसी, synonym है retraction; withdraw word SSC में पूछा जा चुका है। less tidy – कम व्यवस्थित, यानी थोड़ा उलझा हुआ। यह line अगले विवरण की भूमिका बनाती है।

The 2023 Postgraduate Medical Education Regulations are still active, and they continue to allow fines on individual faculty members at postgraduate colleges.

यहाँ बताया गया है कि दो हज़ार तेईस के Postgraduate Medical Education Regulations अभी भी लागू हैं, और वे postgraduate कॉलेजों में व्यक्तिगत faculty members पर जुर्माना लगाने की अनुमति देते रहते हैं। active – सक्रिय, लागू, synonym है in force। continue – जारी रखना। grammar point: 'are still active' present tense में यह दिखाता है कि यह नियम अभी भी असर में है। पिछली line में कहा गया था कि कुछ उलझन है, यहाँ वह उलझन समझाई गई है।

This shows that the idea of punishing a person, not just an institution, was not entirely removed from the system, only weakened in one specific regulation while surviving elsewhere.

इस line में निष्कर्ष निकाला गया है कि व्यक्ति को, न कि सिर्फ संस्थान को, सज़ा देने का विचार पूरी तरह व्यवस्था से हटाया नहीं गया, बल्कि सिर्फ एक खास नियम में कमज़ोर किया गया जबकि बाकी जगह वह जीवित है। entirely – पूरी तरह से, synonym है completely। weakened – कमज़ोर किया गया, synonym है diminished। surviving – बचा हुआ, जीवित रहना। grammar point: 'was not entirely removed' passive voice में है, active करें तो 'authorities did not entirely remove the idea'।

सार: यह paragraph दिखाता है कि व्यक्तिगत जवाबदेही का सिद्धांत पूरी व्यवस्था से खत्म नहीं हुआ है, बल्कि सिर्फ MSMER में कमज़ोर हुआ है जबकि postgraduate नियमों में अभी भी मौजूद है।

Paragraph 4

The larger worry is about incentives.

यह एक छोटी line है जो अगले बड़े मुद्दे की शुरुआत करती है, यानी असली चिंता incentives यानी प्रोत्साहन को लेकर है। larger worry – बड़ी चिंता। incentives – प्रोत्साहन, वह कारण जो किसी को कुछ करने के लिए प्रेरित करे। यह line आगे के विश्लेषण के लिए base तैयार करती है कि कैसे गलत incentives व्यवस्था को प्रभावित कर सकते हैं।

When only institutions can be penalised, and not the individuals who actually lie or cheat, authorities may feel tempted to protect a college quietly instead of punishing it openly, since a heavy fine could affect many students and staff at once.

grammar point: 'can be penalised' passive voice दिखाता है कि क्रिया institutions पर की जा रही है, करने वाला स्पष्ट नहीं।

This arrangement can end up softening the fear that once kept administrators honest, because personal responsibility becomes harder to pin down.

Paragraph 5

Timelines for appeal add another layer of confusion.

इस line में बताया गया है कि appeal यानी पुनर्विचार याचिका करने की समय सीमाओं को लेकर एक और उलझन पैदा होती है। यह line अगले विस्तार की भूमिका बनाती है कि अलग अलग नियमों में अलग अलग समय सीमा है।

MSMER had given a clear schedule for colleges to challenge any penalty imposed on them.

यहाँ बताया गया है कि MSMER नियम के तहत colleges को यह स्पष्ट समय सीमा दी गई थी कि वे अपने ऊपर लगाए गए किसी भी दंड को कितने समय में चुनौती दे सकते हैं। यानी पहले एक साफ़ schedule मौजूद था।

Although the MARB rules still allow appeals, they set a 15 day deadline, while the main NMC Act allows 60 days for similar appeals.

इस line में बताया गया है कि MARB के नियमों में अब भी appeal की सुविधा है, लेकिन इसके लिए केवल पंद्रह दिन की समय सीमा दी गई है, जबकि मुख्य NMC Act इसी तरह की अपील के लिए साठ दिन का समय देता है। यानी दो अलग अलग नियमों में समय सीमा मेल नहीं खाती।

This mismatch could create legal disputes and delay action against institutions that deserve punishment.

Paragraph 6

A revealing incident adds weight to these concerns.

इस line में बताया गया है कि एक ऐसी घटना सामने आई है जो इन चिंताओं को और मज़बूत करती है। revealing – उजागर करने वाली, यह उसी rootword से जुड़ा है जो 'revealed' के रूप में SSC में पूछा जा चुका है। add weight to – किसी बात को और मज़बूती देना, एक phrase है।

Responding to a Right to Information query, the NMC first told the Central Information Commission in 2024 that MARB had never formally rated any medical college and that its assessment forms need not be shared publicly.

Later, in October 2025, it revised its answer, saying the concerned officer simply had no records of such reports.

Paragraph 7

This contradicts the MARB regulations themselves, which require the Board to publish its latest assessment results every year for public access.

इस line में कहा गया है कि यह बात ख़ुद MARB के नियमों के विपरीत जाती है, क्योंकि वे नियम कहते हैं कि Board को हर साल अपने ताज़ा मूल्यांकन परिणाम जनता की पहुँच के लिए प्रकाशित करने होंगे। contradict – विपरीत होना या खंडन करना, आसान synonym है oppose। require – ज़रूरी बताना।

If institutions are truly being evaluated as promised, there should be clear and accessible records proving it, rather than shifting answers depending on who is asked and when.

Paragraph 8

Given all this, the central question remains unanswered: if the NMC withdrew MSMER only because its powers already existed elsewhere, where is the proof that those powers are actually being used, and used transparently?

Until the NMC can show real inspection outcomes and public accountability, this withdrawal will look less like simplification of rules and more like a retreat from strict oversight.
