India buys almost all of the crude oil it consumes from other countries, a dependence that drains precious foreign exchange and deepens its already large trade deficit outside oil. Seen against this backdrop, the plan to promote biofuel as a partial substitute for petrol must have appeared to be a genuinely sound idea. (1)         India is among the biggest agricultural producers of crops like sugarcane and cereals, directing a share of that harvest (2)         ethanol for blending with fuel seemed a logical way to cut the oil import bill while supporting farmers.

What this attractive logic (3)        , (4)        , is that India is also home to the largest population on earth. A very large share of household spending here goes on food, which makes ordinary families extremely sensitive to even small increases in food prices. Any policy that quietly shifts farm output away from the dinner plate and towards the fuel tank is almost certain to create a sudden supply shock somewhere in the food market, however well-intentioned the original aim may be.

The editorial explained

India buys almost all of the crude oil it consumes from other countries, a dependence that precious and deepens its already large trade deficit outside oil. Seen against this backdrop, the plan to biofuel as a partial substitute for petrol must have appeared to be a genuinely sound idea. Since India is among the biggest agricultural producers of crops like sugarcane and cereals, directing a share of that harvest towards ethanol for blending with fuel seemed a logical way to cut the oil import bill while supporting farmers.

What this attractive logic overlooked, however, is that India is also home to the largest population on earth. A very large share of household spending here goes on food, which makes ordinary families extremely to even small increases in food prices. Any policy that quietly shifts farm output away from the dinner plate and towards the fuel tank is almost certain to create a sudden supply somewhere in the food market, however well-intentioned the original aim may be.

This is precisely what has unfolded with sugarcane, as conditions in global sugar markets squeezed domestic supply. Reports now indicate that government-owned fuel retailers are keen to replace sugarcane with other cereals, mainly rice and maize, to keep ethanol production running smoothly. There is little reason to assume that a will not eventually hit cereal markets too, particularly maize, which is a crucial raw material for animal feed used widely in the poultry industry.

Public debate on ethanol blending has so far focused on its mechanical on vehicle engines, almost to the exclusion of everything else. The deeper, more complicated running through the food-feed-fuel chain is only now becoming visible to policymakers and economists. This pattern strongly suggests that the scheme was launched without enough into how closely these three markets are and how quickly stress in one can spread to the others.

India was right to the old system of rigid five-year plans as its main tool of economic management, since flexible, responsive policymaking usually suits a fast-changing economy better. Yet this episode is a reminder that abandoning long-term planning altogether is not the same as abandoning careful coordination. When sectors as critical and interconnected as food, animal feed, and fuel are involved, some structured before rolling out big remains essential rather than optional.

In short – quick revision

India's ethanol blending push aimed to cut costly oil imports, but diverting sugarcane and now cereals like rice and maize to fuel use risks destabilising food and feed markets, exposing a planning oversight.

Questions about this topic

What is ethanol blending and why does India promote it?

Ethanol blending means mixing ethanol, usually made from crops like sugarcane or grain, with petrol to reduce India's dependence on imported crude oil and save foreign exchange.

Why is India's ethanol policy linked to food price concerns?

Because crops that could be eaten, such as sugarcane, rice and maize, are instead being used to make fuel, which reduces food supply and can push up food prices for a large population.

Which crop is now being considered to replace sugarcane for ethanol production?

Reports suggest government oil companies want to use cereals, mainly rice and maize, instead of sugarcane to keep ethanol production steady.

पूरा हिंदी अनुवाद – Ethanol Policy's Hidden Food Supply Shock Explained

Paragraph 1

India buys almost all of the crude oil it consumes from other countries, a dependence that drains precious foreign exchange and deepens its already large trade deficit outside oil.

Grammar point: 'a dependence that drains...' में 'that' relative pronoun है जो 'dependence' को explain कर रहा है, यानी यह एक relative clause है।

Seen against this backdrop, the plan to promote biofuel as a partial substitute for petrol must have appeared to be a genuinely sound idea.

Grammar point: 'must have appeared' modal perfect है, जो past के बारे में अनुमान दिखाता है।

Since India is among the biggest agricultural producers of crops like sugarcane and cereals, directing a share of that harvest towards ethanol for blending with fuel seemed a logical way to cut the oil import bill while supporting farmers.

Grammar point: 'directing a share... towards ethanol' एक participle phrase है जो subject का काम बता रहा है। Wrap: इस पैराग्राफ का सार यह है कि तेल आयात का बोझ कम करने के लिए biofuel यानी ethanol blending की योजना शुरू में एक समझदारी भरा कदम लगती थी।

Paragraph 2

What this attractive logic overlooked, however, is that India is also home to the largest population on earth.

इस line में कहा गया है कि यह आकर्षक तर्क एक बात भूल गया, कि भारत दुनिया की सबसे बड़ी आबादी वाला देश भी है। overlooked – नज़रअंदाज़ करना, synonym ignored; home to – का निवास स्थान होना, यह idiom है जिसका अर्थ है वहाँ पाया जाना; largest population – सबसे बड़ी जनसंख्या, populous शब्द से जुड़ा भाव, यह word SSC में पूछा जा चुका है। Grammar point: 'is home to' एक common collocation है जिसका प्रयोग किसी स्थान की पहचान बताने के लिए होता है।

A very large share of household spending here goes on food, which makes ordinary families extremely sensitive to even small increases in food prices.

यहाँ बताया गया है कि भारत में घरेलू खर्च का बहुत बड़ा हिस्सा खाने पीने पर जाता है, इसलिए आम परिवार खाने की कीमतों में थोड़ी सी भी बढ़ोतरी के प्रति बहुत संवेदनशील हो जाते हैं। household spending – घरेलू खर्च; sensitive – संवेदनशील, यह word SSC में पूछा जा चुका है, synonym easily affected; increases – बढ़ोतरी, synonym rise। Grammar point: 'which makes ordinary families...' non-defining relative clause है जो पहले कहे गए पूरे विचार को आगे जोड़ता है।

Any policy that quietly shifts farm output away from the dinner plate and towards the fuel tank is almost certain to create a sudden supply shock somewhere in the food market, however well-intentioned the original aim may be.

Grammar point: 'however well-intentioned the original aim may be' एक concessive clause है, जो 'चाहे जितना भी' का भाव देता है। Wrap: इस पैराग्राफ का सार यह है कि खाने पर निर्भर भारत जैसी आबादी के लिए फसल को ईंधन की ओर मोड़ना खाद्य कीमतों में झटका ला सकता है।

सार: इस पैराग्राफ का सार यह है कि खाने पर निर्भर भारत जैसी आबादी के लिए फसल को ईंधन की ओर मोड़ना खाद्य कीमतों में झटका ला सकता है।

Paragraph 3

This is precisely what has unfolded with sugarcane, as tightening conditions in global sugar markets squeezed domestic supply.

Grammar point: 'as tightening conditions... squeezed domestic supply' में 'as' कारण बताने के लिए प्रयोग हुआ है, अर्थात क्योंकि।

Reports now indicate that government-owned fuel retailers are keen to replace sugarcane with other cereals, mainly rice and maize, to keep ethanol production running smoothly.

Grammar point: 'are keen to replace' में 'keen to do something' एक fixed pattern है, यानी किसी काम के लिए उत्सुक होना।

There is little reason to assume that a similar shock will not eventually hit cereal markets too, particularly maize, which is a crucial raw material for animal feed used widely in the poultry industry.

Paragraph 4

Public debate on ethanol blending has so far focused overwhelmingly on its alleged mechanical effects on vehicle engines, almost to the exclusion of everything else.

इस line में बताया गया है कि ethanol blending पर अब तक की सार्वजनिक बहस लगभग पूरी तरह गाड़ियों के इंजन पर इसके कथित यांत्रिक प्रभावों पर ही केंद्रित रही है, बाकी सब कुछ लगभग नज़रअंदाज़ हो गया। overwhelmingly – भारी मात्रा में, synonym mostly; alleged – कथित, synonym claimed, यह शब्द allege से बना है जो SSC में पूछा जा चुका है; mechanical effects – यांत्रिक प्रभाव; to the exclusion of – को छोड़कर या नज़रअंदाज़ करते हुए, यह phrase idiom जैसा है जिसका अर्थ है किसी और चीज़ को पूरी तरह बाहर रख देना।

The deeper, more complicated shock running through the food-feed-fuel chain is only now becoming visible to policymakers and economists.

Grammar point: 'is only now becoming visible' present continuous passive जैसा भाव देता है, यानी अभी हाल ही में स्पष्ट हो रहा है।

This pattern strongly suggests that the scheme was launched without enough foresight into how closely these three markets are interlinked and how quickly stress in one can spread to the others.

Grammar point: 'the scheme was launched' passive voice है, active रूप होगा 'policymakers launched the scheme'।

Paragraph 5

India was right to abolish the old system of rigid five-year plans as its main tool of economic management, since flexible, responsive policymaking usually suits a fast-changing economy better.

Grammar point: 'India was right to abolish' में to-infinitive किसी कार्य को सही ठहराने के लिए प्रयोग हुआ है।

Yet this episode is a reminder that abandoning long-term planning altogether is not the same as abandoning careful coordination.

When sectors as critical and interconnected as food, animal feed, and fuel are involved, some structured foresight before rolling out big changes remains essential rather than optional.
