The editorial explained

Cyclone Arnab, this season's first named storm over the North Indian Ocean, caught forecasters off guard by strengthening at an unusually rapid pace. Several weather models failed to just how the system would eventually become before it struck the coast as a 'very cyclonic storm' on October 28. Such rapid intensification remains one of the toughest meteorologists face, since it leaves little time to warn vulnerable communities and revise evacuation plans accordingly.

The storm also behaved unpredictably in its , moving faster than expected towards land, then stalling briefly before beginning hours earlier than the India Meteorological Department had forecast. Because this shift happened in the middle of the night, many district authorities were left with a narrower window to high-risk . With core winds of 125 to 135 kilometres per hour, Arnab dumped over 100 mm of rain on Anakapalli, Visakhapatnam, Kalingapatnam, Kakinada and Machilipatnam in Andhra Pradesh.

Even though is , southern Odisha may now face a greater than Andhra Pradesh did. Early reports suggested no deaths in either State, a outcome credited to management, though the Andhra Pradesh Chief Minister later confirmed five fatalities. Still, the suspension of road and air transport, school and office closures, and precautionary power cuts to prevent accidents from loose wires remain necessary steps to save lives, even though they heavy social and economic disruption that governments must once the storm passes.

Odisha's worry now is moisture carried in the cyclone's outer bands, arriving over land that has only partially from the fourth wettest monsoon in the State's recorded history. Soil that has not fully drained after repeated flooding could suffer new flooding even from modest rainfall, and hilly areas face a higher risk of slope failures. Farmers in Ganjam and Puri fear that waterlogging could standing paddy, adding to losses already caused by an unusually heavy monsoon; Ganjam alone had lost a third of its crops by October.

Not every district shares the same anxiety, however. In Sundargarh, farmers are actually hoping Arnab brings relief from dry-weather on their crops after a largely rainless month. The IMD has issued alerts for Ganjam, Gajapati, Rayagada, Koraput, Malkangiri, Nabarangpur and Kalahandi as the rain belt further north across the State, showing how the same storm can bring both danger and relief depending on local conditions.

The comparatively low death toll so far is a genuine credit to coordinated governance and timely warnings in both States. Yet the scale of property and infrastructure damage is a reminder that a truly resilient strategy cannot stop at saving lives. States must now move towards what could be called a zero-disruption , since families who lose homes, crops or livelihoods risk being pushed into poverty long after the winds have died down and the sense of emergency has faded.

It intensified much faster than forecasters expected and made landfall earlier than predicted, giving authorities less time to evacuate people.

Which Indian states were affected by Cyclone Arnab?

Andhra Pradesh faced the landfall directly, while southern Odisha faced a secondary threat of flooding due to the storm's outer rain bands.

Why is Odisha at higher flood risk even after the cyclone's landfall?

Odisha's soil was already saturated from its fourth wettest monsoon on record, so even moderate additional rain could trigger fresh flooding.

पूरा हिंदी अनुवाद – Hunker Down: Cyclone Arnab Tests Coastal Preparedness

Paragraph 1

Cyclone Arnab, this season's first named storm over the North Indian Ocean, caught forecasters off guard by strengthening at an unusually rapid pace.

Several weather models failed to anticipate just how strong the system would eventually become before it struck the coast as a 'very severe cyclonic storm' on October 28.

Such rapid intensification remains one of the toughest challenges meteorologists face, since it leaves little time to warn vulnerable communities and revise evacuation plans accordingly.

Paragraph 2

The storm also behaved unpredictably in its approach, moving faster than expected towards land, then stalling briefly before beginning landfall hours earlier than the India Meteorological Department had forecast.

Because this shift happened in the middle of the night, many district authorities were left with a narrower window to evacuate high-risk settlements.

With core winds of 125 to 135 kilometres per hour, Arnab dumped over 100 mm of rain on Anakapalli, Visakhapatnam, Kalingapatnam, Kakinada and Machilipatnam in Andhra Pradesh.

Paragraph 3

Even though landfall is complete, southern Odisha may now face a greater threat than Andhra Pradesh did.

Early reports suggested no deaths in either State, a outcome credited to proactive disaster management, though the Andhra Pradesh Chief Minister later confirmed five fatalities.

Still, the suspension of road and air transport, school and office closures, and precautionary power cuts to prevent accidents from loose wires remain necessary steps to save lives, even though they entail heavy social and economic disruption that governments must address once the storm passes.

Paragraph 4

Odisha's worry now is moisture carried in the cyclone's outer bands, arriving over land that has only partially recovered from the fourth wettest monsoon in the State's recorded history.

यहाँ 'has only partially recovered' present perfect tense दिखाता है कि यह असर अब तक जारी है।

Soil that has not fully drained after repeated flooding could suffer new flooding even from modest rainfall, and hilly areas face a higher risk of slope failures.

Farmers in Ganjam and Puri fear that prolonged waterlogging could destroy standing paddy, adding to losses already caused by an unusually heavy monsoon; Ganjam alone had lost a third of its crops by October.

Paragraph 5

Not every district shares the same anxiety, however.

In Sundargarh, farmers are actually hoping Arnab brings relief from dry-weather stress on their crops after a largely rainless month.

Grammar point: 'hoping Arnab brings relief' में bare infinitive जैसी clause है, hoping के बाद that clause छोटा करके लिखा गया है।

The IMD has issued alerts for Ganjam, Gajapati, Rayagada, Koraput, Malkangiri, Nabarangpur and Kalahandi as the rain belt extends further north across the State, showing how the same storm can bring both danger and relief depending on local conditions.

Paragraph 6

The comparatively low death toll so far is a genuine credit to coordinated governance and timely warnings in both States.

Yet the scale of property and infrastructure damage is a reminder that a truly resilient disaster strategy cannot stop at saving lives.

States must now move towards what could be called a zero-disruption approach, since families who lose homes, crops or livelihoods risk being pushed into poverty long after the winds have died down and the general sense of emergency has faded.

Hard words: zero-disruption approach – बिना रुकावट वाला तरीक़ा, approach यह word SSC में पूछा जा चुका है; livelihoods – आजीविका, रोज़ी-रोटी के साधन; risk being pushed into poverty – ग़रीबी में धकेले जाने का ख़तरा होना; died down – धीरे धीरे कम होकर थम जाना, यह एक phrasal verb है; general – सामान्य, यह word SSC में पूछा जा चुका है। Grammar point: 'risk being pushed' में risk doing something की pattern है, और being pushed passive gerund है जिसका active रूप होगा something pushes families into poverty।

सार: इस पैराग्राफ का सार यह है कि कम मौतें अच्छे प्रबंधन का सबूत हैं, लेकिन असली सफलता तभी मानी जाएगी जब राज्य लोगों को आर्थिक तबाही से भी बचा पाएँ।
