The editorial explained

More than twelve months after the Code on Social Security came into effect, the Union Ministry has finally set up two National Social Security Boards, one for unorganised workers and another for gig and platform workers. The move, though delayed, deserves a cautious welcome, since millions of informal workers have long waited for a formal body to their welfare needs. Yet the way these boards are raises doubts about whether they can actually deliver for the people they are meant to serve. A structure that looks good on paper does not always translate into effective action on the ground, especially when the architecture of decision-making remains heavily in one authority.

The core problem lies in . Both boards are chaired by the Union Minister, and every single member is nominated by the Union Government, leaving no room for independent or opposition voices to shape policy. The unorganised workers' board has forty members, including seven representing workers and seven representing employers, while the gig and platform workers' board has twenty-two members, split five-five between and workers. Although these numbers might appear fair at first glance, a closer look shows that Opposition-ruled state governments and major Central Trade Unions aligned with the Opposition find almost no . Since labour is a subject on the Concurrent List, meaning both the Centre and the states share responsibility, this lopsided composition seems to work against the spirit of cooperative that the Constitution envisages.

To understand why this matters, it helps to recall how social security is actually defined. The International Organization describes it as protection that guarantees to healthcare and income security during old age, sickness, unemployment, maternity, or the loss of a breadwinner. Measured against this standard, the government's claim of raising coverage from nineteen per cent in 2015 to about sixty-four per cent in 2025, covering roughly ninety-four crore citizens, sounds impressive. However, it becomes on closer inspection that unorganised and gig workers, who form more than ninety-two per cent of India's workforce, remain largely excluded from this protective umbrella. Statistics at the national level can sometimes how unevenly benefits are actually distributed among different categories of workers.

This is not a new concern. Almost two ago, the National Commission for Enterprises in the Unorganised Sector, led by economist Arjun Sengupta, had already a wide range of measures to conditions for informal workers. Many of those recommendations remain unaddressed even today, which suggests that the problem is less about a lack of ideas and more about a lack of political will to implement them consistently across changing governments. Earlier this year, a report prepared by Justice V. Gopala Gowda for the Kerala government went further, flagging anti-federal and anti-worker features within the Social Security Code itself and suggesting specific amendments to fix them. Such repeated warnings from independent experts over such a long decade-spanning period cannot be dismissed as mere political noise.

(National Commission for Enterprises in the Unorganised Sector)

What becomes clear from this entire episode is that creating a board is only the first step; the harder task is ensuring it functions as a genuinely representative and effective institution. If the Union Government continues to meaningful participation from states and trade unions that do not share its political alignment, these boards risk becoming symbolic bodies rather than instruments of real change. For the vast of India's workforce stuck in , unprotected jobs, the real test will be whether these boards can and implement schemes that genuinely their to healthcare, pensions, and income security, not merely add another layer to an already complex welfare .

Questions about this topic

What is the Code on Social Security and when was it implemented?

The Code on Social Security is a labour law that consolidates various social security provisions for workers in India, including unorganised, gig and platform workers; it came into effect roughly a year before these boards were constituted.

Who chairs the new National Social Security Boards?

Both the Board for Unorganised Workers and the Board for Gig and Platform Workers are chaired by the Union Minister for Labour, Mansukh Mandaviya.

Why are critics concerned about the structure of these boards?

Critics point out that all members are nominated by the Union Government, leaving little or no significant representation for Opposition-ruled states or Opposition-aligned Central Trade Unions, which may weaken cooperative federalism on a Concurrent List subject like labour.

पूरा हिंदी अनुवाद – Suboptimal Design: Social Security Boards for Informal Workers

Paragraph 1

More than twelve months after the Code on Social Security came into effect, the Union Labour Ministry has finally set up two National Social Security Boards, one for unorganised workers and another for gig and platform workers.

The move, though delayed, deserves a cautious welcome, since millions of informal workers have long waited for a formal body to address their welfare needs.

Yet the way these boards are designed raises doubts about whether they can actually deliver optimal outcomes for the people they are meant to serve.

A structure that looks good on paper does not always translate into effective action on the ground, especially when the architecture of decision-making remains heavily centralised in one authority.

Paragraph 2

The core problem lies in control.

Both boards are chaired by the Union Labour Minister, and every single member is nominated by the Union Government, leaving no room for independent or opposition voices to shape policy.

Grammar point: 'is nominated' passive voice में है, यानी काम करने वाला यानी असली subject केंद्र सरकार पीछे छिपा है।

The unorganised workers' board has forty members, including seven representing workers and seven representing employers, while the gig and platform workers' board has twenty-two members, split five-five between aggregators and workers.

Although these numbers might appear fair at first glance, a closer look shows that Opposition-ruled state governments and major Central Trade Unions aligned with the Opposition find almost no significant representation.

Since labour is a subject on the Concurrent List, meaning both the Centre and the states share responsibility, this lopsided composition seems to work against the spirit of cooperative federalism that the Constitution envisages.

Paragraph 3

To understand why this matters, it helps to recall how social security is actually defined.

यहाँ लेखक कहते हैं कि यह समझने के लिए कि यह मुद्दा क्यों महत्वपूर्ण है, पहले यह याद करना ज़रूरी है कि social security को असल में परिभाषित कैसे किया जाता है। 'it helps to recall' यानी याद करना उपयोगी होता है। 'defined' – परिभाषित किया गया। यह line अगले हिस्से की भूमिका बांधती है, जहाँ International Labour Organization की परिभाषा दी जाएगी, इसलिए यह एक transition line है जो पाठक को आगे के तर्क के लिए तैयार करती है।

The International Labour Organization describes it as protection that guarantees access to healthcare and income security during old age, sickness, unemployment, maternity, or the loss of a breadwinner.

Measured against this standard, the government's claim of raising coverage from nineteen per cent in 2015 to about sixty-four per cent in 2025, covering roughly ninety-four crore citizens, sounds impressive.

However, it becomes apparent on closer inspection that unorganised and gig workers, who together form more than ninety-two per cent of India's workforce, remain largely excluded from this protective umbrella.

यहाँ लेखक कहते हैं कि अगर हम ध्यान से देखें तो पता चलता है कि असंगठित और गिग वर्कर्स, जो भारत के कुल वर्कफोर्स का बानबे प्रतिशत से ज़्यादा हैं, अभी भी इस सुरक्षा कवच से काफ़ी हद तक बाहर हैं। पिछली line में जो चौंसठ प्रतिशत कवरेज की बात हुई थी, उसकी असलियत यहाँ खुलती है।

Statistics at the national level can sometimes obscure how unevenly benefits are actually distributed among different categories of workers.

Paragraph 4

This is not a new concern.

यह बहुत छोटा वाक्य है जिसमें लेखक कहते हैं कि यह समस्या कोई नई बात नहीं है। मतलब यह मुद्दा पहले से चला आ रहा है, नया नहीं उठा है। यह अगली lines के लिए भूमिका बनाता है, जहां पुराने उदाहरण दिए जाएंगे।

Almost two decades ago, the National Commission for Enterprises in the Unorganised Sector, led by economist Arjun Sengupta, had already recommended a wide range of measures to improve conditions for informal workers.

Many of those recommendations remain unaddressed even today, which suggests that the problem is less about a lack of ideas and more about a lack of political will to implement them consistently across changing governments.

यहाँ कहा गया है कि उन सिफारिशों में से कई आज भी लागू नहीं हुई हैं, जिससे पता चलता है कि समस्या विचारों की कमी नहीं बल्कि बदलती सरकारों में लगातार उन्हें लागू करने की राजनीतिक इच्छाशक्ति की कमी है। lack of political will एक collocation है जिसका अर्थ है राजनीतिक इच्छाशक्ति की कमी। consistently का अर्थ है लगातार, एक जैसे ढंग से। suggests का अर्थ है संकेत देता है। पिछली line में सिफारिशों का ज़िक्र हुआ था, अब यहाँ बताया गया कि वे क्यों अधूरी रहीं।

Earlier this year, a report prepared by Justice V.

यह line अधूरी है और आगे की line से जुड़ती है। इसमें बताया गया है कि इस साल की शुरुआत में जस्टिस वी नाम के व्यक्ति द्वारा एक रिपोर्ट तैयार की गई थी। earlier this year का अर्थ है इस साल के शुरुआती महीनों में। prepared का अर्थ है तैयार की गई, यह passive voice का उदाहरण है जहाँ कर्ता रिपोर्ट नहीं बल्कि जस्टिस हैं।

Gopala Gowda for the Kerala government went further, flagging certain anti-federal and anti-worker features within the Social Security Code itself and suggesting specific amendments to fix them.

Such repeated warnings from independent experts over such a long decade-spanning period cannot be dismissed as mere political noise.

Paragraph 5

What becomes clear from this entire episode is that creating a board is only the first step; the harder task is ensuring it functions as a genuinely representative and effective institution.

If the Union Government continues to hinder meaningful participation from states and trade unions that do not share its political alignment, these boards risk becoming symbolic bodies rather than instruments of real change.

For the vast majority of India's workforce stuck in precarious, unprotected jobs, the real test will be whether these boards can design and implement schemes that genuinely improve their access to healthcare, pensions, and income security, not merely add another layer to an already complex welfare bureaucracy.

Summary & revision

All the best!
