The editorial explained

The voiced by Chief Justice of India Surya Kant during a recent Court hearing on so-called "digital arrest" scams is entirely justified. Despite repeated warnings and judicial orders, citizens continue to con artists who, over video calls, pose as CBI or police officials and threaten fictitious arrest unless money is transferred instantly. Nearly eight hundred crore rupees have reportedly been lost to such frauds this year alone, even after partial recoveries, a staggering sum drawn largely from the lifetime savings of individuals, many of them elderly.

It would, however, be simplistic to attribute this epidemic solely to . These scams precisely because , older citizens especially, instinctively defer to and fear uniformed authority. In a milieu where law enforcement is often perceived as high-handed towards common people while remaining deferential to the , the notion of an arrest conducted through a screen does not strike many as wholly implausible. The scam, in other words, exploits a institutional trust deficit rather than mere credulity.

Against this backdrop, the apex court's insistence that the Reserve Bank of India expedite its upcoming KYC Amendment Directions is a welcome intervention. These directions will require banks to flag , the conduits through which scammers launder stolen money, and to impose debit holds on them. Investigations have repeatedly shown that such accounts are indispensable to the fraud ecosystem, with bank employees occasionally complicit in opening them. Equipped with transaction histories and artificial intelligence tools, banks are now better positioned to detect activity swiftly, and the Attorney-General's assurance that the new rules will take effect by December 31 adds a welcome degree of urgency.

The Court has also pushed banks to compensate more readily, a long-standing gap in the Reserve Bank's zero-liability framework. That 2017 circular protects customers only against unauthorised transactions, leaving those who were , under and psychological pressure, into transferring funds themselves without any meaningful . Extending accountability to cover such coerced transfers closes an obvious that scammers have exploited for years.

Yet full compensation whenever banks are found wanting in due must be designed with care, for it risks pushing banks to flag far more accounts than are implicated. The proposed directions already cast a remarkably wide net: any transaction of a thousand rupees or more that appears relative to a customer's declared profile, or that is linked to a reported account, can be frozen for up to sixty days, and longer still if the police so direct. Small traders or Jan Dhan accountholders who unknowingly receive funds from a could find their own modest savings frozen for months, a penalty for an innocent party.

There is a further concern. The suggestion that every transaction be automatically reported to police and physically verified raises legitimate privacy questions, since it could subject countless accountholders to intrusive scrutiny merely because their transaction pattern deviated from the . Regulators must therefore calibrate these safeguards so that honest citizens are not for failures that originate within the banking system itself.

Finally, the problem has an international dimension that domestic regulation alone cannot resolve. Many of these scam operations run out of compounds in conflict-affected parts of Myanmar, and in Cambodia and Laos, using Indian workers into running the fraud networks, enterprises that have flourished owing to a measure of tacit patronage from local . India will need to deploy diplomatic to pressure these governments if the supply side of this transnational racket is ever to be meaningfully disrupted.

Beyond Gullibility: Fixing the Roots of Digital Arrest Scams

🎧 Teacher explainer – line by line

Paragraph 1

The exasperation voiced by Chief Justice of India Surya Kant during a recent Supreme Court hearing on so-called "digital arrest" scams is entirely justified.

Despite repeated warnings and judicial orders, citizens continue to fall for con artists who, over video calls, pose as CBI or police officials and threaten fictitious arrest unless money is transferred instantly.

Grammar point, unless money is transferred यहाँ passive voice और conditional meaning दिखा रहा है, यानी जब तक पैसा न भेजा जाए।

Nearly eight hundred crore rupees have reportedly been lost to such frauds this year alone, even after partial recoveries, a staggering sum drawn largely from the lifetime savings of ordinary individuals, many of them elderly.

Grammar point, have been lost passive voice

Paragraph 2

It would, however, be simplistic to attribute this epidemic solely to gullibility.

Grammar point, attribute something to something एक fixed verb pattern है, जैसे किसी नतीजे का कारण किसी बात को बताना।

These scams succeed precisely because victims, older citizens especially, instinctively defer to and fear uniformed authority.

In a milieu where law enforcement is often perceived as high-handed towards common people while remaining deferential to the powerful, the notion of an arrest conducted through a screen does not strike many as wholly implausible.

The scam, in other words, exploits a genuine institutional trust deficit rather than mere credulity.

Paragraph 3

Against this backdrop, the apex court's insistence that the Reserve Bank of India expedite its upcoming KYC Amendment Directions is a welcome intervention.

Grammar point, insistence that... expedite यहाँ subjunctive mood दिखाता है, यानी सुझाव या मांग की संरचना में verb की base form प्रयोग होती है।

These directions will require banks to flag suspected mule accounts, the conduits through which scammers launder stolen money, and to impose temporary debit holds on them.

Investigations have repeatedly shown that such accounts are indispensable to the fraud ecosystem, with bank employees occasionally complicit in opening them.

Equipped with complete transaction histories and artificial intelligence tools, banks are now better positioned to detect anomalous activity swiftly, and the Attorney-General's assurance that the new rules will take effect by December 31 adds a welcome degree of urgency.

Grammar point, Equipped with... यह एक participle phrase है जो बिना subject दोहराए बैंकों की स्थिति बताता है।

सार: इस पैराग्राफ का सार यह है कि आरबीआई के नए केवाईसी निर्देश म्यूल अकाउंट पकड़ने और फ्रॉड रोकने में मदद करेंगे, और इन्हें जल्द लागू करने का भरोसा दिया गया है।

Paragraph 4

The Court has also pushed banks to compensate victims more readily, addressing a long-standing gap in the Reserve Bank's zero-liability framework.

That 2017 circular protects customers only against unauthorised transactions, leaving those who were coerced, under threat and psychological pressure, into transferring funds themselves without any meaningful recourse.

grammar point: 'leaving those who were coerced...into transferring funds' में present participle 'leaving' पूरे वाक्य का परिणाम बता रहा है।

Extending accountability to cover such coerced transfers closes an obvious loophole that scammers have exploited for years.

Paragraph 5

Yet full compensation whenever banks are found wanting in due diligence must be designed with care, for it risks pushing banks to flag far more accounts than are genuinely implicated.

The proposed directions already cast a remarkably wide net: any transaction of a thousand rupees or more that appears unusual relative to a customer's declared profile, or that is linked to a reported account, can be frozen for up to sixty days, and longer still if the police so direct.

grammar point: 'can be frozen' passive voice दिखाता है, इसका active रूप होगा 'banks can freeze it'।

Small traders or Jan Dhan accountholders who unknowingly receive funds from a mule account could find their own modest savings frozen for months, a disproportionate penalty for an innocent party.

Paragraph 6

There is a further concern.

यह एक छोटा सा वाक्य है जो बताता है कि अब एक और चिंता की बात सामने आती है, जो आगे की lines में विस्तार से समझाई जाएगी। further concern – आगे की या अतिरिक्त चिंता, इसका आसान संकेत है कि लेखक अब एक नया मुद्दा उठाने वाला है। यह line पाठक को अगली बात के लिए तैयार करती है, कोई कठिन शब्द नहीं है इसमें।

The suggestion that every unusual transaction be automatically reported to police and physically verified raises legitimate privacy questions, since it could subject countless genuine accountholders to intrusive scrutiny merely because their transaction pattern deviated from the ordinary.

इस line में बताया गया है कि हर असामान्य transaction को अपने आप पुलिस को रिपोर्ट करने और physically verify यानी शारीरिक रूप से जांच करने का सुझाव, privacy को लेकर सही चिंताएं पैदा करता है। क्योंकि इससे बेशुमार ईमानदार खाताधारक भी सिर्फ इसलिए गहरी जांच के दायरे में आ सकते हैं क्योंकि उनका transaction pattern सामान्य से थोड़ा अलग था। legitimate – वाजिब या उचित; intrusive scrutiny – दखल देने वाली गहन जांच; deviated from the ordinary – सामान्य से हटकर होना। grammar point: 'be automatically reported' और 'physically verified' दोनों passive voice में हैं जो सुझाए गए कदम को दर्शाते हैं।

Regulators must therefore calibrate these safeguards so that honest citizens are not penalised for failures that originate within the banking system itself.

Paragraph 7

Finally, the problem has an international dimension that domestic regulation alone cannot resolve.

Many of these scam operations run out of compounds in conflict-affected parts of Myanmar, and in Cambodia and Laos, using trafficked Indian workers coerced into running the fraud networks, enterprises that have flourished owing to a measure of tacit patronage from local regimes.

India will need to deploy diplomatic clout to pressure these governments if the supply side of this transnational racket is ever to be meaningfully disrupted.

exam tip यह है कि जब भी passage में passive voice वाले वाक्य आएं जैसे 'can be frozen' या 'be reported', उनका active रूप बनाना ज़रूर practice करें क्योंकि exam में ऐसे conversions अक्सर पूछे जाते हैं।
