The editorial explained

The Election Commission of India recently filed an before the Court to defend its revision of electoral rolls, commonly called SIR. The commission claimed that every major decision enjoyed among its three election commissioners, and that its intentions were honourable throughout. This reply does clear up some doubts about , yet it conveniently sidesteps a string of procedural questions that remain just as as before.

On the specific matter of SIR, the insists that all decisions were taken unanimously, and that mere suggestions or raised during meetings never counted as formal decisions needing explanation. It also clarifies that letters written by two commissioners to the cabinet secretary dealt only with an internal work order, one that was quietly dropped after a later decision in July. While this account sounds on the surface, it never explains who actually ordered the repeated in procedure, or whether objections raised internally were ever genuinely addressed.

A second controversy involves Form 6, the statutory document citizens must submit to enrol as voters. The commission argued that an additional declaration attached to this form was a separate document, not an amendment to the existing legal . Yet it quietly admitted that how the form appeared online could easily be mistaken for an actual amendment, and that steps taken by field officers needed to be afterwards. This admission sits awkwardly beside an earlier claiming the Court itself had approved this very declaration, when reports suggest the declaration placed before the court was in fact .

A third episode concerns West Bengal, where the state's chief electoral officer filed roughly 1.6 million before judicial tribunals seeking to delete names from the voter list. The commission admitted this number but offered no on who had such a volume of appeals, or whether each case, despite already being cleared once by a judicial officer, was individually before the fresh appeal was filed.

matters, especially since it has been the focus of sustained and legal from opposition parties. But procedure matters just as much, because it is the deliberation behind a decision that ultimately shapes how fairly that decision gets carried out. For an exercise as vast as SIR, even small procedural lapses can decide whether an citizen keeps the right to vote or loses it without ever knowing why.

The real-world cost of procedural carelessness was visible most starkly in West Bengal, where 2.71 million people were struck off the electoral rolls simply because they ran out of time to complete formalities. In recent weeks the commission has simplified several verification steps and relaxed some harsh conditions, which is a welcome correction. Even so, this cannot the deeper questions raised by the faced by millions of voters, who deserve a and complete explanation rather than a partial one.

As custodian of the world's largest , the Election Commission must hold itself to a far higher standard than merely proving good intentions. It must set the record straight on every procedural , however small it may appear, because transparency in process is what ultimately protects the sanctity of the vote itself.

ECI's Affidavit Clears Motive, Not Procedure

नमस्ते बच्चों, आज का editorial Election Commission और SIR यानी special intensive revision of electoral rolls से जुड़ा है। इसमें बताया गया है कि कमीशन ने Supreme Court में एक affidavit दाखिल करके अपनी नीयत तो साफ़ की है, पर प्रक्रिया से जुड़े कई सवाल अब भी अनसुलझे हैं। यह passage SSC और Bank exams के लिए बहुत उपयोगी है क्योंकि इसमें बहुत सारे high-frequency vocabulary words हैं। चलिए line by line समझते हैं।

Paragraph 1

The Election Commission of India recently filed an affidavit before the Supreme Court to defend its special intensive revision of electoral rolls, commonly called SIR.

The commission claimed that every major decision enjoyed consensus among its three election commissioners, and that its intentions were honourable throughout.

This reply does clear up some doubts about motive, yet it conveniently sidesteps a string of procedural questions that remain just as contentious as before.

grammar point: 'does clear up' में emphatic do का प्रयोग हुआ है जो ज़ोर देने के लिए होता है।

सार: इस पैराग्राफ का सार यह है कि कमीशन के हलफनामे ने नीयत पर तो सफाई दी, लेकिन प्रक्रिया से जुड़े सवाल अब भी जवाब मांग रहे हैं।

Paragraph 2

On the specific matter of SIR, the affidavit insists that all decisions were taken unanimously, and that mere suggestions or objections raised during meetings never counted as formal decisions needing explanation.

It also clarifies that certain letters written by two commissioners to the cabinet secretary dealt only with an internal work order, one that was quietly dropped after a later decision in July.

grammar point: 'was quietly dropped' passive voice में है, active रूप होगा 'they quietly dropped it'।

While this account sounds credible on the surface, it never explains who actually ordered the repeated changes in procedure, or whether objections raised internally were ever genuinely addressed.

grammar point: 'whether objections... were ever genuinely addressed' में passive voice और indirect question दोनों का प्रयोग है।

सार: इस पैराग्राफ का सार यह है कि कमीशन का जवाब ऊपर से ठीक लगता है, पर प्रक्रिया में हुए बदलावों और आपत्तियों पर असली जवाबदेही अब भी अधूरी है।

Paragraph 3

A second controversy involves Form 6, the statutory document ordinary citizens must submit to enrol as voters.

यहाँ एक नया विवाद बताया गया है जो Form 6 से जुड़ा है, यह वह कानूनी दस्तावेज़ है जिसे साधारण नागरिकों को मतदाता बनने के लिए जमा करना होता है। controversy – विवाद। statutory – कानूनी रूप से अनिवार्य, कानून द्वारा तय किया गया। ordinary – साधारण, यह word SSC में पूछा जा चुका है। enrol – नामांकन करना, सूची में नाम दर्ज कराना। grammar point: 'must submit' में modal verb अनिवार्यता दिखा रहा है।

The commission argued that an additional declaration attached to this form was a separate document, not an amendment to the existing legal requirement.

पिछली line में Form 6 का परिचय हुआ, अब यहाँ कमीशन का तर्क बताया गया है कि इस फॉर्म के साथ जोड़ी गई एक अतिरिक्त घोषणा एक अलग दस्तावेज़ थी, न कि मौजूदा कानूनी आवश्यकता में कोई संशोधन। declaration – घोषणा, लिखित बयान। amendment – संशोधन, बदलाव। requirement – आवश्यकता, यह word SSC में पूछा जा चुका है। grammar point: 'not an amendment' में negative noun phrase से तुलना की जा रही है कि यह amendment नहीं बल्कि अलग दस्तावेज़ था।

Yet it quietly admitted that how the form appeared online could easily be mistaken for an actual amendment, and that certain steps taken by field officers needed to be corrected afterwards.

grammar point: 'needed to be corrected' passive infinitive है जो आवश्यकता दिखाता है।

This admission sits awkwardly beside an earlier communication claiming the Supreme Court itself had approved this very declaration, when reports suggest the declaration placed before the court was in fact different.

Paragraph 4

A third episode concerns West Bengal, where the state's chief electoral officer filed roughly 1.6 million appeals before judicial tribunals seeking to delete names from the voter list.

grammar point: 'seeking to delete' present participle phrase है जो अपीलों के उद्देश्य को बता रहा है।

The commission admitted this number but offered no answer on who had authorised such a gargantuan volume of appeals, or whether each case, despite already being cleared once by a judicial officer, was evaluated individually before the fresh appeal was filed.

grammar point: 'despite already being cleared once' में despite के बाद gerund phrase का प्रयोग हुआ है।

सार: इस पैराग्राफ का सार यह है कि पश्चिम बंगाल में इतनी बड़ी संख्या में अपीलों की अनुमति और जांच प्रक्रिया पर कमीशन ने कोई स्पष्ट जवाब नहीं दिया।

Paragraph 5

Motive certainly matters, especially since it has been the focus of sustained protest and legal challenge from opposition parties.

Grammar point, 'has been the focus' present perfect passive जैसी बनावट है जो दिखाती है कि यह विरोध अभी तक जारी है।

But procedure matters just as much, because it is the deliberation behind a decision that ultimately shapes how fairly that decision gets carried out.

For an exercise as vast as SIR, even small procedural lapses can decide whether an ordinary citizen keeps the right to vote or loses it without ever knowing why.

Paragraph 6

The real-world cost of procedural carelessness was visible most starkly in West Bengal, where 2.71 million people were struck off the electoral rolls simply because they ran out of time to complete formalities.

In recent weeks the commission has simplified several verification steps and relaxed some harsh conditions, which is a welcome correction.

पिछली line में हुए नुकसान के बाद, अब यहाँ बताया गया है कि हाल के हफ़्तों में Commission ने कई verification यानी सत्यापन के चरण आसान बनाए और कुछ कठोर शर्तें ढीली कीं, जिसे लेखक एक स्वागत योग्य सुधार मानता है। Simplified – सरल बनाया, synonym made easier। Verification – सत्यापन, जाँच। Relaxed – ढीला किया या नरम किया। Harsh conditions – कठोर शर्तें। Welcome correction – स्वागत योग्य सुधार, यहाँ यह तारीफ़ के रूप में प्रयोग हुआ है।

Even so, this cannot answer the deeper questions raised by the hardship faced by millions of ordinary voters, who deserve a transparent and complete explanation rather than a partial one.

Paragraph 7

As custodian of the world's largest democracy, the Election Commission must hold itself to a far higher standard than merely proving good intentions.

इस line में लेखक कहता है कि दुनिया के सबसे बड़े लोकतंत्र के रखवाले यानी custodian होने के नाते, Election Commission को सिर्फ़ अच्छी नीयत साबित करने से कहीं ऊँचा मापदंड अपनाना चाहिए। Custodian – रखवाला या संरक्षक, synonym guardian। Democracy – लोकतंत्र, यह word SSC में पूछा जा चुका है। Standard – मापदंड या स्तर। Merely – केवल, synonym only। Grammar बिंदु, 'far higher standard than' comparative degree की तुलना दिखाता है।

It must set the record straight on every procedural change, however small it may appear, because transparency in process is what ultimately protects the sanctity of the vote itself.

Grammar बिंदु, 'however small it may appear' एक concessive clause है जो विरोधाभास दिखाता है। इस पैराग्राफ का सार यह है कि Election Commission को अपनी हर प्रक्रिया पारदर्शी रूप से स्पष्ट करनी चाहिए ताकि वोट की पवित्रता बनी रहे।

सार: इस पैराग्राफ का सार यह है कि Election Commission को अपनी हर प्रक्रिया पारदर्शी रूप से स्पष्ट करनी चाहिए, क्योंकि यही पारदर्शिता वोट की पवित्रता की असली रक्षक है।
