The editorial explained

Union Panchayati Raj Minister Rajiv Ranjan Singh recently announced that voter identity cards, checked through biometric methods, will soon Aadhaar as the main proof needed to beneficiaries under his ministry's welfare schemes. This proposal runs to existing law, because the electoral roll and the Aadhaar database serve two completely different purposes in our constitutional system.

Union Panchayati Raj Minister Rajiv Ranjan Singh recently announced that voter identity cards, checked through biometric methods, will soon replace Aadhaar as the main proof needed to identify beneficiaries under his ministry's welfare schemes. This proposal runs contrary to existing law, because the electoral roll and the Aadhaar database serve two completely different purposes in our constitutional system.

The problem grows deeper when we remember how many of these rolls were prepared. In several States, the Election Commission of India carried out what is called a Revision, or SIR, to clean up voter lists. Courts and civil society groups have already flagged this exercise as flawed, since it used residency rules that made it hard for workers and migrants to prove they still belonged in their home constituency.

The problem grows deeper when we remember how many of these rolls were prepared. In several States, the Election Commission of India carried out what is called a Special Intensive Revision, or SIR, to clean up voter lists. Courts and civil society groups have already flagged this exercise as flawed, since it used stringent residency rules that made it hard for itinerant workers and migrants to prove they still belonged in their home constituency.

The Court directly addressed this question while hearing petitions from West Bengal, where people deleted from the rolls during the SIR were also struck off ration cards and the Annapurna Yojana food scheme. The Court held that the Election Commission's enquiry into citizenship must remain a enquiry, meant only to decide voting rights. Any of that enquiry, the judges said, stays to the electoral sphere alone and cannot spill over into other entitlements.

The Supreme Court directly addressed this question while hearing petitions from West Bengal, where people deleted from the rolls during the SIR were also struck off ration cards and the Annapurna Yojana food scheme. The Court held that the Election Commission's enquiry into citizenship must remain a limited enquiry, meant only to decide voting rights. Any consequence of that enquiry, the judges said, stays confined to the electoral sphere alone and cannot spill over into other entitlements.

The judgment went further, calling the EPIC, or Elector's Photo Identity Card, a derivative document, since it is issued only because a person's name already appears on the electoral roll. Using this card to then verify that very roll, the Court observed, would defeat the whole purpose of the exercise. So when the Minister now proposes to make this same derivative document decide who receives welfare, the plan appears both circular and in its reasoning.

The judgment went further, calling the EPIC, or Elector's Photo Identity Card, a derivative document, since it is issued only because a person's name already appears on the electoral roll. Using this card to then verify that very roll, the Court observed, would defeat the whole logical purpose of the exercise. So when the Minister now proposes to make this same derivative document decide who receives welfare, the plan appears both circular and dubious in its reasoning.

Tying to an electoral roll is also for a simpler reason: not every citizen is an voter, and not every voter represents every citizen who deserves welfare support. In West Bengal alone, lakhs of names were removed during the SIR, many because of vague reasons labelled as discrepancies. When these deletions were , the overwhelming majority were restored, which suggests the original exercise caused , unjustified disenfranchisement before elections.

Tying benefits to an electoral roll is also illogical for a simpler reason: not every citizen is an eligible voter, and not every voter represents every citizen who deserves welfare support. In West Bengal alone, lakhs of names were removed during the SIR, many because of vague reasons labelled as logical discrepancies. When these deletions were appealed, the overwhelming majority were restored, which suggests the original exercise caused massive, unjustified disenfranchisement before elections.

Opposition parties, independent observers, and even a few allies within the ruling coalition have to the SIR's , yet the Bharatiya Janata Party to any flaw in the process. One likely reason is that pruned rolls have politically the party in places like West Bengal. The Minister's statement hints at a second motive: shrinking welfare rolls precisely when the Centre's tax revenue growth has slowed because of its own fiscal choices.

Opposition parties, independent observers, and even a few allies within the ruling coalition have objected to the SIR's design, yet the Bharatiya Janata Party refuses to acknowledge any flaw in the process. One likely reason is that pruned rolls have politically benefited the party in places like West Bengal. The Minister's statement hints at a second motive: shrinking welfare rolls precisely when the Centre's tax revenue growth has slowed because of its own fiscal choices.

Delaying the Census for years, altering how Election Commissioners get , and now linking welfare eligibility to a roll already built through exclusion, together threaten the painstaking structure of India's constitutional welfare state. The Court would do well to decide pending SIR petitions quickly and to reiterate, in the clearest words, that electoral rolls can never be used to a citizen's right to welfare.

Delaying the Census for years, altering how Election Commissioners get appointed, and now linking welfare eligibility to a roll already built through exclusion, together threaten the painstaking structure of India's constitutional welfare state.

Prelims pointers

  • EPIC (Elector's Photo Identity Card) is issued by Election Commission of India under the Registration of Electors Rules, 1960, derivative of entry in electoral roll
  • Special Intensive Revision (SIR) is an exercise by ECI to intensively update/clean electoral rolls, distinct from periodic summary revisions
  • Aadhaar is issued by UIDAI under the Aadhaar Act, 2016, mainly for identity verification for welfare delivery (Section 7)
  • Article 326 provides for adult suffrage as basis of elections to Lok Sabha and State Assemblies
  • Annapurna Yojana is a food security scheme for elderly citizens not covered under National Old Age Pension Scheme

Points for Mains answer writing

  • Union Minister proposed replacing Aadhaar with biometric voter ID for welfare scheme identification.
  • Supreme Court's May 27 judgment limited ECI's citizenship enquiry to electoral consequences only.
  • EPIC is a derivative document, issued only after inclusion in the electoral roll, so it cannot verify that same roll.
  • West Bengal's SIR deleted lakhs of names; 93% of appeals led to restoration, showing massive wrongful disenfranchisement.
  • Critics link the move to shrinking welfare spending amid slowing tax revenue growth.
  • Delayed Census and changed Election Commissioner appointment rules are flagged as related concerns for the welfare state.

Mains practice question: Critically examine the constitutional and legal validity of using electoral roll-based documents (like EPIC) as proof of identity for welfare scheme beneficiaries, in light of the Supreme Court's observations on the limited scope of Election Commission's citizenship enquiry. In short – quick revision

A Union Minister's plan to use voter ID, not Aadhaar, for welfare payments contradicts a Supreme Court ruling that the electoral roll is only for voting. The editorial warns this could wrongly deny benefits to genuine citizens.

Questions about this topic

Why does the Supreme Court say the voter list cannot decide welfare eligibility?

Because the Court ruled that citizenship checks during roll revisions are a limited enquiry meant only for voting rights, and any resulting consequence must stay confined to the electoral sphere, not welfare schemes.

What is the Special Intensive Revision (SIR) controversy about?

The SIR, run by the Election Commission to clean voter rolls, used strict residency rules that led to large-scale deletion of genuine voters, especially migrant workers, triggering court challenges in Bihar and West Bengal.

What is an EPIC card and why is it called a 'derivative document'?

EPIC is the Elector's Photo Identity Card; the Supreme Court called it derivative because it is issued only after a person's name is already included in the electoral roll, so it cannot be used to verify that same roll.

पूरा हिंदी अनुवाद – Voter Rolls vs Aadhaar: The Welfare-EPIC Row

🎧 Teacher explainer – line by line

Paragraph 1

Union Panchayati Raj Minister Rajiv Ranjan Singh recently announced that voter identity cards, checked through biometric methods, will soon replace Aadhaar as the main proof needed to identify beneficiaries under his ministry's welfare schemes.

Grammar point: 'will soon replace' future tense दिखाता है, यानी यह बदलाव आने वाले समय में होगा, अभी हुआ नहीं है।

This proposal runs contrary to existing law, because the electoral roll and the Aadhaar database serve two completely different purposes in our constitutional system.

Paragraph 2

The problem grows deeper when we remember how many of these rolls were prepared.

इस line में लेखक कह रहे हैं कि मामला और भी जटिल हो जाता है जब हम याद करते हैं कि ये मतदाता सूचियाँ किस तरह से तैयार की गई थीं। यानी अब चर्चा उस process की तरफ़ बढ़ रही है जिससे ये rolls बने। Hard words: deeper – गहरा, यहाँ अर्थ है और अधिक जटिल। prepared – तैयार किया गया। Grammar point: 'were prepared' passive voice है, यानी किसने तैयार किया यह अभी स्पष्ट नहीं, आगे बताया जाएगा।

Grammar point: 'made it hard for someone to do something' एक पैटर्न है जिसका अर्थ है किसी के लिए कुछ करना कठिन बनाना।

सार: इस पैराग्राफ़ का सार यह है कि SIR प्रक्रिया के सख़्त नियमों ने घुमंतू और प्रवासी लोगों के लिए मतदाता सूची में बने रहना कठिन बना दिया, जिसे अदालतों और समाज ने त्रुटिपूर्ण बताया।

Paragraph 3

The Supreme Court directly addressed this question while hearing petitions from West Bengal, where people deleted from the rolls during the SIR were also struck off ration cards and the Annapurna Yojana food scheme.

यहाँ बताया गया है कि सुप्रीम कोर्ट ने इस सवाल पर सीधे सुनवाई की, जब पश्चिम बंगाल से याचिकाएं आईं, जहां SIR के दौरान सूची से हटाए गए लोगों के राशन कार्ड और अन्नपूर्णा योजना का खाद्य लाभ भी छीन लिया गया था। Hard words: petitions – याचिकाएं। struck off – हटा दिया गया, यहाँ अर्थ है सूची से नाम काटना। Grammar point: 'were struck off' passive voice है, जो दिखाता है कि लोगों पर यह कार्रवाई की गई, उन्होंने ख़ुद नहीं की।

The Court held that the Election Commission's enquiry into citizenship must remain a limited enquiry, meant only to decide voting rights.

Any consequence of that enquiry, the judges said, stays confined to the electoral sphere alone and cannot spill over into other entitlements.

Grammar point: 'cannot spill over into' एक phrasal verb pattern है जिसका अर्थ है किसी चीज़ का असर दूसरे क्षेत्र तक पहुंच जाना।

सार: इस पैराग्राफ़ का सार यह है कि सुप्रीम कोर्ट ने स्पष्ट किया कि चुनावी सूची से जुड़ी जांच का असर सिर्फ़ मतदान तक सीमित रहना चाहिए, राशन या अन्य योजनाओं तक नहीं पहुंचना चाहिए।

Paragraph 4

The judgment went further, calling the EPIC, or Elector's Photo Identity Card, a derivative document, since it is issued only because a person's name already appears on the electoral roll.

इस line में बताया गया है कि फ़ैसले में आगे कहा गया कि EPIC यानी Elector's Photo Identity Card एक व्युत्पन्न दस्तावेज़ है, क्योंकि यह तभी जारी होता है जब व्यक्ति का नाम पहले से मतदाता सूची में होता है। Hard words: derivative document – व्युत्पन्न दस्तावेज़, यानी ऐसा दस्तावेज़ जो किसी और चीज़ से बनता है। issued – जारी किया गया। Grammar point: 'is issued only because' कारण बताने वाला structure है, यानी यह कार्ड तभी बनता है जब एक शर्त पूरी हो।

Using this card to then verify that very roll, the Court observed, would defeat the whole logical purpose of the exercise.

यहाँ कहा गया है कि इसी कार्ड का इस्तेमाल करके उसी मतदाता सूची की पुष्टि करना, कोर्ट के अनुसार, पूरी तार्किक प्रक्रिया के मक़सद को ही खत्म कर देगा। Hard words: verify – पुष्टि करना, जांचना। defeat – यहाँ अर्थ है नाकाम करना या बेकार कर देना। logical – तार्किक, यह word SSC में पूछा जा चुका है। Grammar point: 'would defeat' conditional structure दिखाता है, यानी अगर ऐसा किया जाए तो क्या नतीजा निकलेगा।

So when the Minister now proposes to make this same derivative document decide who receives welfare, the plan appears both circular and dubious in its reasoning.

Grammar point: 'appears both circular and dubious' में दो adjectives parallel structure में जुड़े हैं।

सार: इस पैराग्राफ़ का सार यह है कि कोर्ट के अनुसार EPIC कार्ड ख़ुद मतदाता सूची से निकलता है, इसलिए उसी कार्ड से सूची की पुष्टि करना या उसे welfare से जोड़ना तर्कहीन है।

Paragraph 5

Tying benefits to an electoral roll is also illogical for a simpler reason: not every citizen is an eligible voter, and not every voter represents every citizen who deserves welfare support.

Grammar point: 'not every citizen is an eligible voter' में negative quantifier 'not every' का प्रयोग दिखाया गया है, जिसका अर्थ है सभी नहीं बल्कि कुछ।

In West Bengal alone, lakhs of names were removed during the SIR, many because of vague reasons labelled as logical discrepancies.

When these deletions were appealed, the overwhelming majority were restored, which suggests the original exercise caused massive, unjustified disenfranchisement before elections.

Paragraph 6

Opposition parties, independent observers, and even a few allies within the ruling coalition have objected to the SIR's design, yet the Bharatiya Janata Party refuses to acknowledge any flaw in the process.

grammar point, refuse to do something पैटर्न याद रखें।

One likely reason is that pruned rolls have politically benefited the party in places like West Bengal.

The Minister's statement hints at a second motive: shrinking welfare rolls precisely when the Centre's tax revenue growth has slowed because of its own fiscal choices.

Paragraph 7

Delaying the Census for years, altering how Election Commissioners get appointed, and now linking welfare eligibility to a roll already built through exclusion, together threaten the painstaking structure of India's constitutional welfare state.

The Supreme Court would do well to decide pending SIR petitions quickly and to reiterate, in the clearest words, that electoral rolls can never be used to curtail a citizen's right to welfare.

इस आख़िरी लाइन में कहा गया है कि सुप्रीम कोर्ट के लिए अच्छा होगा कि वह SIR से जुड़ी लंबित याचिकाओं पर जल्दी फ़ैसला करे और बिल्कुल साफ़ शब्दों में दोहराए कि मतदाता सूची का इस्तेमाल कभी किसी नागरिक के कल्याण के अधिकार को कम करने के लिए नहीं किया जा सकता। would do well to का अर्थ है ऐसा करना अच्छा रहेगा, एक सुझाव देने वाला phrase। pending – लंबित, आसान पर्याय है unresolved; यह word SSC में पूछा जा चुका है। reiterate – दोहराना, आसान पर्याय है repeat। curtail – घटाना या कम करना, यह word SSC में पूछा जा चुका है। grammar point, curtail का सही प्रयोग है curtail something, जैसे curtail a right।

सार: इस अंतिम पैराग्राफ का सार यह है कि जनगणना में देरी, आयुक्त नियुक्ति में बदलाव और अब कल्याण को मतदाता सूची से जोड़ना, ये सब मिलकर संवैधानिक ढाँचे को कमज़ोर करते हैं, इसलिए सुप्रीम कोर्ट को जल्द और स्पष्ट फ़ैसला देना चाहिए।
