The editorial explained

India's trajectory out of destitution over the past decade and a half counts among the more achievements of its development story. Recent cross-country suggest that the proportion of citizens surviving below even a modest daily has shrunk to a sliver of the population, while a somewhat higher benchmark used for lower-middle-income economies shows an equally collapse over roughly a dozen years. This is not confined to any single region; both rural and urban households across most states have registered discernible gains in living standards. Yet beneath this encouraging arithmetic lurks a more stubborn structural problem that numbers alone cannot obscure.

The proportion of adults who are either working or actively seeking work has crept upward in recent years, substantially aided by growing female participation in the force. However, a closer, more look at the composition of this workforce reveals an uncomfortable truth: an overwhelming share remains tethered to agriculture or precarious self-employment. Nearly two-fifths of all workers continue to toil in farming, a sector notorious for its comparatively low output per worker, a proportion that dwarfs the share in agriculture in several peer Asian economies that have already moved up the value chain. The implication is that headline employment growth, however reassuring it appears, genuine productive engagement with disguised underemployment.

Even outside agriculture, the picture offers little comfort. The vast majority of non-farm workers are into informal enterprises, units typically characterised by scant capital investment, negligible scale economies and correspondingly meagre wages. Unlike several Asian neighbours whose manufacturing sectors became the primary conduit for absorbing surplus rural into -paying, more productive roles, Indian manufacturing has conspicuously failed to perform this function at the requisite scale. Instead, employment has steadily within low-end services, a segment that, while better than bare subsistence farming, rarely offers the wage trajectory or job security associated with industrialisation elsewhere.

Geography compounds this structural dilemma. A disproportionate concentration of the nation's remaining poor is clustered within the belt across the Gangetic plain, a region where per capita incomes trail the national average and where local markets offer thin pickings for aspirants seeking non-farm employment. Consequently, migration to more prosperous regions has become less a matter of choice than a necessary channel through which workers from this belt opportunities that their home states cannot furnish. Such reliance on outward migration, while pragmatic for individual households, is hardly a sustainable substitute for , local job creation.

The of this employment pattern extend well beyond individual livelihoods; they bear directly on India's prospects of ascending the income toward upper-middle and eventually high-income status. Nations that have successfully negotiated this transition typically did so by reallocating away from low-yield agrarian work toward higher-productivity industrial and service activities, generating virtuous cycles of rising wages and domestic demand. India's experience thus far suggests that poverty reduction, however , is a necessary but insufficient condition for mass ; without a parallel and deliberate push toward productive, well-remunerated non-farm work, the gains already secured risk plateauing rather than compounding further.

Policymakers, therefore, confront a that is qualitatively different from the one already substantially met.

  • Periodic Labour Force Survey (PLFS) - source of employment/unemployment data in India
  • Labour Force Participation Rate (LFPR) and Worker Population Ratio (WPR) - key employment indicators
  • Share of agriculture in India's workforce (~40-45%) vs its share in GVA (much lower), indicating disguised unemployment
  • Gangetic plain states (Bihar, UP, Jharkhand) - concentration of India's remaining poor and major source of out-migration

Points for Mains answer writing

  • Extreme poverty in India fell sharply from 57.7% (2011) to 16.1% (2023) at the $4.2/day line.
  • Around 43% of India's workforce remains in low-productivity agriculture, far higher than China (21.68%) or Vietnam (25%).
  • Roughly three-fourths of non-farm workers are in low-paying informal enterprises due to weak manufacturing absorption.
  • Poverty is now concentrated in the belt from Uttar Pradesh to West Bengal, driving migration for non-farm jobs.
  • India's key development challenge is shifting workers from low to high productivity jobs to reach upper-middle/high-income status.

Mains practice question: India has made significant progress in reducing extreme poverty, yet the quality of employment generated remains a structural concern. Critically examine the mismatch between poverty reduction and productive job creation in India, and suggest measures to promote labour-intensive manufacturing and formal employment. (250 words)

In short – quick revision

India has sharply cut extreme poverty, yet most workers remain stuck in low-productivity farm and informal work. The real development challenge now is creating productive, well-paying non-farm jobs, especially in the poorer northern states.

Questions about this topic

Why is poverty concentrated in the Uttar Pradesh to West Bengal belt?

This belt has lower per capita incomes and fewer local non-farm job opportunities, pushing residents toward migration for better employment access.

Why doesn't falling poverty automatically mean more prosperity for India?

Because most workers remain in low-productivity farming or informal jobs rather than better-paying, productive non-farm employment, limiting overall income growth.

How does India's agricultural employment share compare to China and Vietnam?

India has about 43% of its workforce in agriculture, much higher than China's 21.68% and Vietnam's 25%, indicating slower structural transformation.

पूरा हिंदी अनुवाद – India's Growth Puzzle: Fewer Poor, Still Fewer Good Jobs

Paragraph 1

India's trajectory out of destitution over the past decade and a half counts among the more remarkable achievements of its development story.

Recent cross-country estimates suggest that the proportion of citizens surviving below even a modest daily threshold has shrunk to a sliver of the population, while a somewhat higher benchmark used for lower-middle-income economies shows an equally impressive collapse over roughly a dozen years.

This progress is not confined to any single region; both rural and urban households across most states have registered discernible gains in living standards.

इस line में कहा गया है कि यह प्रगति किसी एक इलाके तक सीमित नहीं है, बल्कि लगभग सभी राज्यों के गाँव और शहर दोनों में रहने के स्तर में साफ सुधार देखा गया है। progress – प्रगति, यह word SSC में पूछा जा चुका है। confined to – तक सीमित, आसान शब्द है limited to. discernible – स्पष्ट रूप से दिखने वाला, synonym है noticeable. पिछली line में जो आंकड़े बताए गए थे, यहाँ उनका भौगोलिक फैलाव समझाया गया है।

Yet beneath this encouraging arithmetic lurks a more stubborn structural problem that numbers alone cannot obscure.

Paragraph 2

The proportion of adults who are either working or actively seeking work has crept upward in recent years, substantially aided by growing female participation in the labour force.

However, a closer, more discerning look at the composition of this workforce reveals an uncomfortable truth: an overwhelming share remains tethered to agriculture or precarious self-employment.

यहाँ कहा गया है कि जब कार्यबल की बनावट को ध्यान से देखा जाता है, तो एक असहज सच्चाई सामने आती है कि ज्यादातर लोग अभी भी खेती या अनिश्चित स्वरोजगार से जुड़े हुए हैं। discerning – सूक्ष्मदर्शी या विवेकशील दृष्टि, आसान शब्द है sharp observation. tethered to – से बंधा हुआ, synonym है tied to. precarious – अनिश्चित और जोखिम भरा, आसान शब्द है unstable. पिछली line की सकारात्मक बात के बाद यहाँ उसकी कमजोरी बताई गई है।

Nearly two-fifths of all workers continue to toil in farming, a sector notorious for its comparatively low output per worker, a proportion that dwarfs the share engaged in agriculture in several peer Asian economies that have already moved up the value chain.

The implication is that headline employment growth, however reassuring it appears, conflates genuine productive engagement with disguised underemployment.

Paragraph 3

Even outside agriculture, the picture offers little comfort.

इस छोटी सी line में कहा गया है कि खेती के बाहर भी स्थिति ज्यादा उत्साहजनक नहीं है। little comfort – बहुत कम राहत, यानी स्थिति संतोषजनक नहीं है। यह line अगले विस्तार की भूमिका बनाती है।

The vast majority of non-farm workers are absorbed into informal enterprises, units typically characterised by scant capital investment, negligible scale economies and correspondingly meagre wages.

Unlike several Asian neighbours whose manufacturing sectors became the primary conduit for absorbing surplus rural labour into better-paying, more productive roles, Indian manufacturing has conspicuously failed to perform this function at the requisite scale.

Grammar: 'Unlike several Asian neighbours...' एक comparison वाला participle structure है जो दो स्थितियों में अंतर दिखाता है।

Instead, employment has steadily expanded within low-end services, a segment that, while better than bare subsistence farming, rarely offers the wage trajectory or job security associated with industrialisation elsewhere.

Paragraph 4

Geography compounds this structural dilemma.

A disproportionate concentration of the nation's remaining poor is clustered within the belt stretching across the Gangetic plain, a region where per capita incomes trail the national average and where local labour markets offer thin pickings for aspirants seeking non-farm employment.

Consequently, migration to more prosperous regions has become less a matter of choice than a necessary channel through which workers from this belt access opportunities that their home states cannot furnish.

इस line में बताया गया है कि इसी वजह से लोगों का समृद्ध इलाकों की ओर पलायन करना मजबूरी बन गया है, पसंद नहीं। यानी यह एक जरूरी रास्ता है जिससे इस पट्टी के मजदूर वे मौके पा सकें जो उनके अपने राज्य नहीं दे पाते। Migration – पलायन, synonym है movement of people. Channel – माध्यम, जरिया, synonym है route. Furnish – उपलब्ध कराना, synonym है provide. Grammar नोट, 'less a matter of choice than' वाला structure तुलना दिखाता है कि यह choice से ज्यादा जरूरत है।

Such reliance on outward migration, while pragmatic for individual households, is hardly a sustainable substitute for institutionalised, local job creation.

Paragraph 5

The ramifications of this employment pattern extend well beyond individual livelihoods; they bear directly on India's prospects of ascending the income ladder toward upper-middle and eventually high-income status.

Nations that have successfully negotiated this transition typically did so by judiciously reallocating labour away from low-yield agrarian work toward higher-productivity industrial and service activities, generating virtuous cycles of rising wages and domestic demand.

India's experience thus far suggests that poverty reduction, however impressive, is a necessary but insufficient condition for mass prosperity; without a parallel and deliberate push toward productive, well-remunerated non-farm work, the gains already secured risk plateauing rather than compounding further.

Paragraph 6

Policymakers, therefore, confront a challenge that is qualitatively different from the one already substantially met.

Where earlier efforts centred on pulling households above subsistence thresholds, the task ahead demands a more ambitious and structurally oriented agenda: incentivising labour-intensive manufacturing, formalising sprawling informal enterprises, and narrowing regional disparities that currently force migration rather than permit genuine choice.

Absent such a shift, the economy risks remaining ostensibly prosperous in aggregate terms while a substantial segment of its workforce stays locked into low-productivity activity, a paradox that India can scarcely afford if it intends to translate demographic scale into durable, broad-based prosperity.

इस अंतिम line में कहा गया है कि अगर यह बदलाव नहीं हुआ, तो अर्थव्यवस्था कुल आंकड़ों में भले समृद्ध दिखे, पर बड़ा हिस्सा मजदूरों का कम उत्पादक काम में फंसा रहेगा, जो एक विरोधाभास है जिसे भारत अपनी बड़ी जनसंख्या को टिकाऊ और व्यापक समृद्धि में बदलने के इरादे से बर्दाश्त नहीं कर सकता। Absent such a shift – अगर ऐसा बदलाव न हो, यह एक formal वाक्य-रचना है। Ostensibly – ऊपरी तौर पर, यह word SSC में पूछा जा चुका है। Paradox – विरोधाभास, synonym है contradiction।

सार: इस पैराग्राफ का सार यह है कि नीति-निर्माताओं को अब श्रम-प्रधान उद्योग, औपचारीकरण और क्षेत्रीय संतुलन पर ध्यान देना होगा, वरना भारत की समृद्धि सिर्फ ऊपरी स्तर पर रह जाएगी।
